Compiled and ran this to mixed results.
Seems to allow playlist ordering, but only for imported playlists. Also playlist order was not preserved on import.
The biggest problem was an unhandled exception that caused Banshee to exit as soon as the exception was confirmed.
Happened even after deleting /usr/lib/banshee-1 and ~/.config/banshee-1
Filed bug report 585057 with gnome bugzillla.
Received the following helpful and prompt reply to my bug report. The only somewhat concerning thing is the use of the work “might”.

Could you disable the “Notification Area” extension and see if the crash still
happens ?
Which version of notification-daemon do you have on your system ? Banshee might need version 0.4 to work.

Verified that disabling the extension kept the app from crashing.
Also checked and found that I was running stock FC9 packages:
libnotify-devel-0.4.4-10.fc9.i386
libnotify-0.4.4-10.fc9.i386
notification-daemon-0.3.7-9.fc9.i386
